In order for us to better protect ourselves from violent criminals released from the penal system and from violent criminals yet to be incarcerated, we must change the current registering system and implement a tracking system, and an alert system, and make an emergency pin number available to all ATM card holders.

•A GPS tracking system is needed to monitor violent criminals released from the penal system. The current system relies on the released sex offender or violent criminal to register himself to the local law enforcement agency once he establishes an address in that agency's jurisdiction. A violent criminal with no sex offender status is only required to report to a probation officer his address and then only required to report to that officer a certain number of times a month. The flaw in this system is obvious. This system relies on the criminal to uphold the law and do what is honorable. To rely on a violent criminal just released from incarceration to report his whereabouts is the equivalent to giving him free reign to become invisible. Unfortunately, statistics sow this is exactly what happens in an alarming majority of the time. Over half of the crimes committed in the United States are committed by repeat offenders. To trust a sex offender or a violent criminal to consistently report his whereabouts, especially when that individual has no intentions on stopping his violent behavior, is naive and an invitation for disaster. A GPS tracking system attached to these individuals would not only discourage further criminal activities, but would also aid all law enforcement agencies in apprehending these individuals when they break the law again as well as aid them in solving other cases.

•When a violent attack has occurred in our community, an alert needs to be sounded across all media sources. This alert system would operate the same way an "Amber Alert" does, but it would protect mothers of children, not just children. Alerts should not be age specific. When anyone has been assaulted, raped or even carjacked, whether they are a child or an adult the alert system would sound alerting the public that there is a violent predator on the loose.   Electronic interstate signs would also be notified with needed information like a getaway car's description and tag number along with the perpetrator's description. These types of alerts have been very successful in helping thwart many attempted child abductions. They also alert the public to the exact location of the attack which in turn makes that area especially aware of potential danger.

•Surveillance cameras at ATM machines are not preventing or helping victims of ATM thefts. The violent attackers are wearing mask and mugging users of ATMs even with the cameras rolling. ATM users need an option to purchase a second pin number that would be used in times of emergency. This pin number would be used when someone is being made to withdraw money under duress. The pin would still allow money to be withdrawn, but it also signals a silent alarm inside the bank and dials 911 to that location. This alarm would make the personnel inside the bank aware that the ATM user is in trouble and it gives the victim a fighting chance. It would allow the guards inside the bank an opportunity to help the victim at the ATM unit, as well as notifying nearby law enforcement agencies.
